Propylene glycol alginate (PGA) 
It is widely used as emulsifier, stabilizer, and thickener in food stuffs. It is an ester of alginic acid derived from kelp.  In appearance it is white to yellowish brown filamentous, grainy, granular or powder  It is soluble in water.
